      学科评估是"双一流"建设的"风向标""催化剂"和"推进器"。在"双一流"建设中引入第三方评估是回应利益相关者诉求的现实需要,是打破信息不对称僵局的迫切要求,是落实"管办评分离"原则的必然选择。高校学科第三方评估服务"双一流"建设的主要问题表现为制度阙如,独立性孱弱;法规缺失,合法性贫血;人员匮乏,专业性打折;理论滞后,公信力不足。高校学科第三方评估为"双一流"建设提供高质量、高水平、高品质的服务,需要着力制度创新,确立第三方机构的独立身份;加强立法工作,保证第三方机构的合法地位;优化评估队伍,提升第三方评估的专业水准;深化理论研究,增强第三方评估的实际效果。
英文摘要:
      The discipline assessment of higher-learning institutions is the "wind vane", "catalyst" and "propeller" for the "double first-class" construction. The introduction of third-party assessment in the construction of the "double first-class" universities is a practical need in response to the demands of stakeholders, an urgent requirement to break through the deadlock of information asymmetry, and an inevitable choice to implement the principle of separating supervision, execution, and assessment. The major issues that impact the third-party discipline assessment service for the "double first-class" university construction include an incomplete institutional system, weak independence, lack of laws and regulations, legitimacy uncertainty, inadequate professionals, insufficient expertise, lag-behind theory, and unconfident public trust. In order to receive high-quality, high-level and highly rated discipline assessment for the "double first-class" construction from third-parties, institutional innovation should be carried out for the establishment of the independent status of the third party, legislative work should be strengthened to ensure the legal status of the third party, the assessment team should be optimized to enhance the professional level of the third party and theoretical research should be deepened to enhance the practical effectiveness of the third-party assessment.
