| 博士研究生教育是国家人才培养中的精英教育，是教育的重中之重，关乎国家发展大计。而博士生教育质量得以保障的第一道关卡在于招生选拔，选拔方式科学合理是进行高质量研究生教育的重要前提。在现行招生制度下，完善招考自主权分配、保障招考方式合法性、建立科学监督评估体系将是我国博士研究生招考改革的重要方向。 |

| Doctoral education is the elite education in the national talent cultivation. It is the most important part of the education and related to the national development strategy. The first hurdle of the doctoral education quality control is the admission. A scientific and reasonable recruitment mode is an important precondition for high quality doctoral education. With the current recruitment system, the author believes that reform orientation of the doctoral student admission will be mainly determined by the improvement of the independent examination and recruitment authorization, the guarantee of the legality of the independent examination and recruitment, and the establishment of discipline supervision and assessment system. |
