      开展工程博士专业学位研究生教育是国家自主培养拔尖创新人才的重要组成部分,也是产业升级背景下强化工程领军人才队伍建设的关键举措。工程博士联合培养涉及政府、行业企业和高校等利益相关主体,受到国家逻辑、市场逻辑和高校逻辑等多重制度逻辑的形塑。国家科技自立自强的发展战略导向,人才和知识溢出对行业企业创新发展的辐射,以及高校提升办学实力和博士毕业生的社会契合度等多元利益相关者的目标联结推动了工程博士联合培养制度链条的启动。与此同时,工程博士联合培养中行动主体的目标偏差以及制度供需失衡和管理逻辑惯性的影响,使得行为主体间耦合失调,成为联合培养深入推进的阻滞性因素。迫切需要强化多重制度逻辑的协同互构,构建"全链条"协同机制,通过利益弥合与制度引导,提高工程博士联合培养的成效。
英文摘要:
      Engineering doctoral training is an important component of the country’s independent cultivation of top-notch innovative talents, and a key measure to strengthen the engineering leadership talent teams under industrial upgrading. The joint training of engineering doctoral students involves multiple stakeholders such as government, industry enterprises, and universities, is shaped by multiple institutional logics. The development strategy of national technological self-reliance and self-improvement, the radiation of talent and knowledge spillovers on industry and enterprise innovation and development, as well as the goal linkage of multiple stakeholders such as enhancing the educational strength of universities and the social fit of doctoral graduates, have promoted the launch of the joint training system chain for engineering doctoral students. At the same time, the deviation of goals among different actors in joint training, as well as the imbalance of institutional supply and demand and the influence of evaluation institutional inertia, result in the coupling imbalance between actors, becoming a hindering factor for the in-depth promotion of engineering doctoral joint training. It is urgent to strengthen the synergistic interlocking of multiple institutional logics and build a "full chain" collaborative mechanism to enhance the effectiveness of joint engineering doctoral training through interest reconciliation and institutional guidance.
