      建国70年来,我国研究生资助政策经历了以保证公平为核心的单轨资助阶段、以追求效率为目标的双轨资助阶段、以全面发展为指向的多轨资助阶段、以深化改革为重点的机制变革阶段;遵循着以多元主体交互博弈的共进理路、以成本-收益分析为出发点的动力机制、以渐进性边际改革为主,强制性为依托的变迁方式以及在政策转换与运行成本的衡量中不断形成路径依赖等演进逻辑。新时期我国研究生资助政策应适时转变政府教育管理职能,统筹协调多元主体利益;重塑资助制度价值基点,实现公平、效率与质量并重;强化政策评估功能,稳妥推进资助制度变革;完善资助系统设计,实现资助制度均衡建构目标。
英文摘要:
      In the 70 years since the founding of the People's Republic of China, China's postgraduate funding policy has experienced a single-track funding phase with the core principle to guarantee fairness, a dual-track funding phase with the goal to pursue efficiency, a multi-track funding phase with the orientation for comprehensive development, and a mechanism transformation phase focusing on deepening reform. As found in the research, there is an evolutionary logic depending on the path that has been taking form in continuity in following the resulting progress of several entities in the interactive contest, with the dynamic mechanism that starts from a cost-benefit analysis, the change mode that mainly relies on progressive marginal reform supported by mandatory policies, and the balance between the results from policy changes and cost that occurs in operation as the influencing factors. Base on the findings, the authors propose that to improve the postgraduate funding policy in China in the new era, the government should innovate its educational management function, better coordinate the interests of the entities, reshape the basic-point value of the funding system, and give equal priority to fairness, efficiency, and quality. In addition, the authors also propose to strengthen the function of policy evaluation, promote steadily the reform of the funding system, and improve funding system design, so as to score a balanced construction of the funding system.
