| 研究生全面收费政策是研究生培养机制改革的重要环节，其效用发挥存在不确定性，一方面来源于政策的内生局限性，另一方面来源于制度演进和变迁的路径，分析政策效用与现实的局限性将有利于更加全面客观地分析政策的效度和约束边界，在教育政策执行过程中尽可能修正政策的消极影响，保证政策在有限的范围内提高其达成度。 |

| The postgraduate tuition charge policy is an important part of the reform in the postgraduate cultivation mechanism. As of now, the effect of the charge policy has not yet been clear due to the intrinsic limitation of the policy and the evolution and path-change of the policy. The analysis of the charge policy effect and the limitation in practice is beneficial to the overall analysis of the effective degree and the constrained boundary. In addition, it is beneficial to the elimination of the ill influence of the policy in the improvement of the policy effect to a certain degree. |
