      社会组织是研究生教育治理体系的重要组成部分,在研究生教育治理中扮演着重要角色。当前我国社会组织在参与研究生教育治理过程中存在活力缺乏、地位未得到凸显、活动空间有限、参与的有效性不足以及公信力较低等问题。究其缘由,主要在于社会组织先天的官办性、对政府资源的依赖性、外部制度的阻滞性、自身权力的有限性以及社会文化的缺失性。破解我国社会组织在研究生教育治理中角色缺失的现实困境,加快推进我国研究生教育治理体系和治理能力的现代化,既需要社会组织自身的不断努力,也需要政府、研究生培养单位和社会的协作。
英文摘要:
      As a constituent part of the management system for postgraduate education, social organizations should play an important role in it. Unfortunately, the participation of social organizations in the process of postgraduate education management is not so active and effective. With limited involvement and less public trust, the social organizations could not make the role impressive and outstanding. The authors believe that the reasons of the problems are mainly due to the congenital nature of the social organizations that are organized and run by government, to the dependent on government resources and the retardant to external systems, and due to their limited authority and lack of social culture. For modernizing postgraduate education management system and improving its ability in China, this paper suggests that social organizations take continued efforts, and that government, postgraduate education universities and the society strength coordination and cooperation for getting out from the difficulties in which the role of social organizations in the postgraduate education is missing.
