      我国目前处于学位与研究生教育转型的关键时期。然而,我国学术型研究生僵化的招生管理和考试制度无一例外走入路径锁定的困境。当前美、德、日三国研究生招生呈现出一些共同的趋势:实行申请制,弱化考试制度,教授掌握招生权力,招生标准多样化。我国学术型研究生招生制度应该首先明晰科研-创新的培养目标,建立分层灵活的招考制度,下放招生权力,在高校中引入竞争,建立研究生培养和学科点的淘汰制度。
英文摘要:
      Graduate education in China is currently in a critical period of transformation. However, its rigid academic graduate enrollment management and examination system, without exception, have fallen into a dilemma. Graduate admissions in the United States, Germany and Japan show some common trends:an application system with less weight on examination scores, and more decision-making power for professors in recruiting students, with diversified admission standards. China's graduate enrollment system should be improved by setting up goals of cultivating research and innovation talents, establishing a flexible layered entrance examination system, decentralizing admission power, introducing competition among colleges and universities, and adopting a system for the elimination of graduate and disciplinary programs that fail to meet standards.
