      创新、协调、绿色、开放、共享的新发展理念是"十四五"时期专业学位研究生教育高质量发展的实践指南。教育创新发展关注的是发展动力问题,重点突破价值理念和培养模式创新。教育协调发展关注的是发展适切性问题,全力推进招生规模与社会需求、类别设置与行业需求、培养质量与用人单位需求相匹配。教育绿色发展关注的是发展方向问题,积极开展绿色评价,着力破除"五唯"顽瘴痼疾,全面落实立德树人根本任务。教育开放发展关注的是发展联动问题,着力构建高校内部资源开放平台,政府、高校和用人单位外部协同发展机制。教育共享发展关注的是发展成效问题,通过加快科研成果集成应用,服务社会发展需要,提升全体人民的获得感和幸福感。
英文摘要:
      The new philosophy of innovative, coordinated, green, open and shared development is the practice guideline for the high-quality development of professional degree postgraduate education during the 14th Five-Year Plan period. The innovative development of education focuses on the issue of development motivation, with the emphasis on value concept breakthrough and training mode innovation. The coordinated development of education focuses on the applicability of the development, with the emphasis on full-effort promotion of coupling between the scale of enrollment and social needs, between disciplines to be set up and the needs of industries, and between training quality and the needs of employers. The green development of education focuses on the direction of development, with emphasis on carrying out green evaluation, resolving intractable problems in five aspects relating to dissertations, official and professional titles, education background and awards, and on implementing the fundamental task of moral education. The open development of education focuses on the issue of the linkage of development, with emphasis on building open platforms of university internal resources, and on establishing an external coordinated development mechanism for government, universities, and employers. The shared development of education focuses on the issue of development effectiveness, with emphasis on speeding up the application of research outcomes, on meeting the needs for social development, and on enhancing the sense of gain and happiness of all people.
