| 博士研究生教育作为最高学历教育，其培养质量代表着一个国家的人才培养水平。然而，目前我国的博士生教育存有延期毕业现象日趋突显，培养质量出现下滑趋势等问题。分流退出以过程管理的全部过程管理和全部因素管理为理论基础，为博士生培养质量提供了有效保障。基于此，博士生培养的分流退出需注意时间节点的把控、不同博士生类型与学科专业的考量、标准参照考核的采用、分流退出保障工作的完善等问题。 |

| Doctoral education as the highest academic education, its cultivation quality represents a country's personnel training level.However, at present, the doctoral education in our country has some problems that the postponed graduation phenomenon is becoming more and more prominent, and the cultivation quality is in decline.Diversion and dropout based on all the process management and all factors management，so it can guarantee doctoral cultivation quality.Therefore，doctoral diversion and dropout should be carefully and pay more attention to time node control，take different types of doctoral students and disciplines into considerations，application of standard reference examination and improve the guaranteed work. |
