| A discussion is presented on the development of first-class universities and academic programs with an examination of four particular issues. The authors hold that, for the purpose of developing first-class universities and academic programs, their evaluation standards should be determined by the national and social needs; diversified approaches should be adopted for the effort; homogeneous patterns should be avoided; and the role of graduate education should be brought into full play. |
