      随着教育"放管服"改革的深入推进,研究生培养单位的自主权日益扩大,弹性招生计划和学位授权自主审核得以推动实施。聚焦研究生招生计划管理与学位授权自主审核的改革历程,发现研究生招生与学位授予具有贯通性和协同性,但招生计划管理改革滞后于学位授权自主审核改革,二者在实践现状上存在一定脱节。为建立二者的贯通、协同机制,提出以学位授权自主审核为制度基础,赋予学位授权自主审核单位自主确定研究生招生计划的权力,推动招生计划的动态调整与优化配置。具体而言,下放研究生招生计划管理权,需借鉴学位授权自主审核的有益经验,完善研究生教育质量保障、健全动态调整机制、强化多方协同治理,确保招生计划管理与学位授权自主审核改革同向同行、衔接贯通。

      With further advancement of the "reforms to streamline administration, delegate powers, improve regulation, and strengthen services" in education, the autonomy of postgraduate training institutions has been increasingly enhanced, with flexible enrollment plans and autonomous degree-conferring authorization reviews being implemented and promoted. Focusing on the reform process of postgraduate enrollment plan management and the autonomous review of degree-conferring authorization, this study finds that postgraduate enrollment and degree-conferral authorization are somehow interconnected and synergistic. However, the reform of enrollment plan management lags behind the reform of the autonomous review of degree-conferring authorization, resulting a certain disconnection between the two in the current practical situation. Therefore, the authors propose that, to establish an interconnected and synergistic mechanism between the two, we should grant the universities that enjoy the autonomous degree-conferring authorization the power to autonomously determine their postgraduate enrolment plans, so as to let them promote dynamic adjustment and optimize arrangement for the enrollment plans, with the autonomous review of degree-conferring authorization as the institutional basis. Specifically, to realize the delegation of postgraduate enrollment plan management authority, we should draw on the beneficial experience of autonomous degree-conferring authorization review, strengthen the quality assurance of postgraduate education, dynamically adjust the multi-party collaborative governance mechanism. This will ensure that the management of the enrollment plan and the reform of the autonomous degree-conferring authorization review move forward together in the same direction, forming a well interconnected and integrated whole.
