      新中国成立以来,大学建设历经了院校调整、恢复重建、重点建设、"双一流"建设四个阶段,贯穿四阶段的建设全景是以平衡好制度建设和人的建设(以下简称"双建设")为基础。制度建设是实现控制权和治校权的民主集中体现,人的建设是一流大学建设中的本体性建设。当制度建设高于人的建设导致"双建设"失衡时,恢复平衡态的负反馈机制是张扬学术性,"双建设"的使命是服务好大学的学术效率和学术利益,在中国梦和民族复兴全局中张扬学术性离不开制度保障。平衡"双建设"和张扬学术性的逻辑终点都是培育主体定力,即人的品格建设,这是需及时跟进的软实力建设,应基于此软实力建设强化品格治理。"双建设"、负反馈机制、主体定力共同构成一流大学建设的全因模型,此模型综合动力的发挥助力一流大学的建设行稳致远。
英文摘要:
      Since the founding of the People's Republic of China, the development of universities has experienced four stages: adjustment, reconstruction, prioritized construction and "double first-class" construction. The panorama of the development spanning the four stages is based on the balance of institutional construction and human self-construction. The institutional construction shows the democratic centralism in the centralized control and individual school running, and the human self-construction embodies the ontological construction in the first-class university construction. When the institutional construction exceeds the human self-construction, leading to a unbalanced construction between the two, the negative feedback mechanism to restore the balance will give emphasis to academic nature, the mission of the "dual construction" is to better serve the academic efficiency and academic interest of a university; and the maintenance of academic nature cannot be done without the institutional guarantee in the overall context of realizing Chinese dream and national rejuvenation. The logical terminal objective of the balanced "dual construction" and academic nature maintenance is for the cultivation of the subject deterministic power, i.e. the character and morals building of humans, which requires timely follow-up of the construction of the soft power, on which we can strengthen character governance. Dual construction, negative feedback mechanism, and the subject deterministic power jointly constitute an all-factor model for the first-class university construction. The comprehensive power of this model can help the first-class university construction move forward and far steadily.
