社会组织是研究教育治理的重要组成部分。纵观美英两国的研究生教育治理体系可以发现,两国社会组织在参与本国研究生教育治理的具体方式和方法上虽有所差异,但在实施研究生教育质量评估、开展研究生教育咨询服务和多途径参与政策制定等方面存在诸多共性。借鉴美英两国社会组织参与研究生教育治理的方式,加快研究生教育治理体系和治理能力现代化建设,实现我国研究生教育的高质量、内涵式发展,既需要多元主体以协调思路助推社会组织长久发展,政府充分发挥自身的“元治理”作用,培养单位吸纳社会组织参与内部质量保障,更需要社会组织主动作为。 |

Social organizations are regarded as an important part of the governance over postgraduate education. From the postgraduate education governance systems in the United States and the United Kingdom, the authors find that although the specific ways and methods of participation by social organizations in the governance over their postgraduate educations are different, yet there are also many commonalities in implementing postgraduate education quality evaluation, conducting postgraduate education consulting service and multi-channel participation in policy-making. The authors suggest we learn from the experience of social organizations' participation in the governance over postgraduate education in the two countries when we accelerate the building of the postgraduate education governance system and governance capacity modernization and when we accelerate the realization of high-quality and connotative development of graduate education in China. The acceleration not only needs the idea coordination among various organizations to promote the long-term development of social organizations, the role played by the government in implementing the "meta governance", the acceptance of social organizations by the training entities into the internal quality guarantee, but also needs active actions by social organizations. |
