| 以2019年东、中、西和东北部地区14所双一流高校的293份博士生招生简章作为研究样本，从申请条件、选拔方式、选拔标准、考核评分、保障机制和信息咨询六个方面构建指标观测体系。结果显示，总体上博士生“申请—考核制”表现为申请条件偏重综合能力考察，但存在考生出身限制；选拔方式偏重主观选拔方式，客观选拔方式相对弱化；选拔和评分标准模糊，招生自由裁量权过大；保障机制不健全，招生透明度有待提高。从地区来看，东部地区重门槛轻考核；中部地区重考核轻门槛；西部地区重门槛和考核轻保障；东北部地区重考核和保障轻处罚公开。基于此，研究提出了进一步优化完善我国博士生“申请—考核制”的基本思路。 |

| The authors select a total of 293 doctoral student enrollment guides released in 2019 from 14 "double first-class" universities in eastern, central, western and northeastern China as the research objects and build an index observation system based on such six factors of application requirements, selection methods, selection criteria, assessment scoring, quality guarantee mechanism and information consultation. The outcomes of the study shows that in general, the comprehensive ability is more underscored in the application requirements in the "application-assessment" system for doctoral students, however, there are certain restrictions on the origin of candidates; The subjective selection is more emphasized in terms of selection mode while objective selection is relatively weak; The selection and scoring criteria are not so clear while the enrollment discretion of the universities is excessively great; the quality guarantee mechanism is imperfect, and the transparency of enrollment needs to be improved. In terms of the regions, the eastern region attaches more importance to the origin of the applicants than the assessment; the central region attaches more importance to the assessment than the origin of the applicants; the western region attaches more importance to the origin of the applicants and assessment than quality guarantee; the northeast region attaches more importance to assessment and quality guarantee than punishment announcement. Based on the outcomes, the authors put forward a basic idea for improving and optimizing the "application-assessment" system in China in the future. |
