省级教育评估机构的产生与发展,在创新教育治理模式、保障教育质量方面发挥着重要作用,但也不同程度面临独立性较低、专业性不足、公正性欠缺、效用性有限等困境。随着第三方教育评估的政策导向和社会需求日益凸显,推动省级教育评估机构转型发展已提上各地议事日程。其核心是解除行政隶属关系束缚、实施转企改制,同时进一步转变运行机制、提升专业能力、优化管理模式、加强行业自律和实行信息公开,最终实现转型发展、发挥科学评估实效,为教育体制机制改革创造成功经验。 |

The emergence and development of provincial education evaluation institutes play an important role in the mode innovation for education governance and in the guarantee of the education quality, but they also face, more or less, difficulties such as low independence, lack of professional ability, lack of impartiality and limited effectiveness. With the increasing prominence of policy orientation and the needs of the society for third-party education evaluation, the promotion of the transformation and development of provincial education evaluation institutes has been put on the agenda of the governments in various places. Its core is to relieve the shackles of administrative affiliation, implement the transformation of them into enterprises, and, at the same time, further change the operating mechanism, improve professional ability, optimize management mode, strengthen self-discipline and implement information disclosure. The final purpose is to achieve development in transformation, bring into play the effectiveness of scientific evaluation, and create good experience for the reform of the education system and mechanism. |
