随着我国"双一流"建设的持续推进,如何进一步完善大学评价体系已成为学界关注的热点课题。本文梳理国内外大学评价的发展历程及特点,从评价目标、评价类型和评价方法三个维度比较分析国内外大学评价体系的差异,归纳总结现阶段大学评价存在的主要问题;认为理念创新是当代大学发展的实践诉求,也是大学评价的改进方向,并从合理取舍评价体系及评价结论、树立正确的评价价值导向、优化评价的组织管理方式、明确政府及其部门的服务定位、回归第三方评价机构的社会监督本位、建立分学科的学科评价体系等六个方面,阐述了完善学科建设评价工作的一系列对策。 |

With the continuous progress of double first-class construction in China, how to further improve the university (disciplines) evaluation system has become a hot topic in the academic field. This paper studies the development process and characteristics of the domestic and international university evaluation systems and compares and analyzes the differences from three dimensions of evaluation objectives, evaluation types and evaluation methods. It also summarizes the main problems existing in university evaluation at present. It believes that the "concept innovation" is the practical demand for the present development of universities and the direction for the improvement of university (discipline) evaluation. It further expounds a series of countermeasures to improve the discipline evaluation from six aspects, i.e., proper options of an evaluation system and the evaluation conclusion, establishment of guiding principles for correct evaluation orientation, optimization of evaluation organization and management mode, clarification of service orientation of government and its departments, resumption of social supervision by a third-party evaluation, and establishment of discipline evaluation systems for different disciplines. |
