美国高等教育质量保障主要由高等教育认可、高等教育认证、社会评价三部分组成,呈现质量保障体系外适化和完整化、质量保障主体多元化和层级化、质量保障对象系统化和全局化、质量保障标准多样化和特色化、质量保障举措制度化和规范化等特征。借鉴美国经验,我国研究生教育质量保障体系建设应建立多元化参与的研究生教育质量保障体制、以高校自我评估为核心和基础的研究生教育质量保障体系、多样化和特色化的质量保障标准体系、学位授权单位和学位授权点动态调整机制。 |

The quality assurance of higher education in the United States is mainly composed of the acceptance and authentication of higher education authority and the third party assessment. It presents such features as external adaptation and completeness of the quality assurance system, diversification and hierarchy of the subjects in quality assurance, systematization and overall consideration of the objects in quality assurance, diversification and characteristics of the quality assurance standards, and institutionalization and standardization of the quality assurance measures. With reference to the experience, the author proposes that the construction of the quality assurance system for postgraduate education in China should focus on the construction of a postgraduate education quality system with diversified assessment participation, a postgraduate education quality assurance system with self-assessment of universities as the core and fundamental factor, a standard quality assurance system characterized by diversified and featured assessment participants and a dynamic adjustment mechanism on authorized academic degree conferring university and unit. |
