| 认为"双一流"建设方案是科学的完整的价值厚重的"战略表述系统"，基于逻辑结构意义分析，"双一流"是蕴含历史、现实和未来意义的新理念，是系统清晰且责任明确的战略规划，是引导大学贡献高等教育强国的实施方案，是坚定理论、制度、道路自信的文化范本，是打造中国高等教育发展模式的宏伟蓝图。深刻认识其战略意义及逻辑体系，对科学推进"双一流"实践有重要意义。 |

| The author believes that the "double first-class" construction program is a scientifically complete and strongly valuable "strategic presentation system". Based on the analysis of the logical structural significance, the author further explains that the "double first-class" construction is a new concept that embodies historical, present and future significances, a strategic planning featuring clear system and clarified responsibilities, an implementation program leading universities to make more contributions to strengthening the country with higher education, a cultural model that gives self-confidence to people to confirm the theory, system and road to development, and a magnificent blueprint for making a development mode for higher education in China. The author deeply believes it is very important for people to fully understand the strategic significance and the logical system in promoting "the double first-class" construction in a scientific manner. |
