| 高校学科建设项目碎片化是当下各高校普遍存在的共性问题。高校学科建设项目碎片化具体表现为建设项目多元、目标指向各异、内容衔接不足和部门协同不够。要破解这一问题,需要理顺中央政府、地方政府和高校三层建设主体的关系,高校应按照学科引领、统筹集成、改革驱动、管理创新的建设思路进行系统设计,按照学科引领、分层建设,统筹规划、项目集成,体制改革、管理创新,试点改革、逐步推进的具体路径予以推进。 |

| The fragmentation of university program development as a common problem among universities is characterized by multi-level projects, unclearly-defined objectives and inadequate organizational coordination. To solve this problem, it is necessary to better define the responsibilities of the central and local government and universities. Universities should design their systems with well-placed priorities, integrations, reform and management innovation. Specific programs should be developed with optimized levels, emphasis, overall planning, integration, system reform, management innovation and pilot projects in an orderly manner. |
