| 研究生全面收费政策是研究生培养机制改革的重要环节,旨在完善研究生教育资源配置模式,缓解高等教育供求矛盾,并通过健全奖助学金制度来建立和完善研究生科研激励机制,全面激发研究生创新活力,但是政策作用发挥和达到预期的程度具有不完全性,表达为政策的政策内生性缺陷或缺失,即“政策限度”,分析研究生全面收费政策的政策限度有利于在政策执行过程中的调整和修正,保证政策在有限的范围内提高其达成度。 |
