| 我国“双一流”建设已历经十年,系统梳理国际社会对中国“双一流”建设十年的认知变迁,既能为解读中国高等教育崛起提供全球性镜鉴,也能为新一轮“双一流”建设提供有益参考。基于22个国家和地区的154份国际媒体报道、学术文献、政府文件、国际组织报告及大学合作协议等多源文献资料的分析,十年来国际社会对我国“双一流”建设的认知呈现鲜明的多维性与动态性。“双一流”建设重塑了全球高等教育格局,形成了全球高等教育发展“中国模式”,呈现出较强的全球影响力与竞争力,为部分国家的高等教育发展提供重要经验。新一轮“双一流”建设中要着力构建长周期评价体系、完善科技成果转化生态、升级国际化战略、强化高校分类分层发展,助力我国扎实迈向世界高等教育强国。 |

| It has been a decade since China launched the "Double First-Class" initiative. A systematic study of the shifts in the international community’s perception of the construction over the past decade will not only offer insights into China’s rise in higher education to the world but also provide valuable references for the new phase of the "Double First-Class" construction. Based on an analysis of multi-source data, including those from 154 international media reports, academic literature, government documents, international organization reports and university cooperation agreements from 22 countries and regions, this paper concludes that the international community’s understanding of China’s "Double First-Class" construction over the past ten years features distinct multidimensionality and dynamic evolution. With its strong global influence and competitive edge, the "Double First-Class" constructionhas reshaped the global landscape of higher education and forged a China modelfor global higher education development. Meanwhile, it provides transferable practices for some other countries to develop their higher education. This paper emphasizes that in the new phase of the "Double First-Class"construction, efforts should be made to build a long-cycle evaluation system, optimize the innovation-to-market ecosystem, upgrade internationalization priorities, and strengthen the categorized and tiered development among universities, so as to propel China’s steady advancement toward becoming a strong power in higher education. |
