      随着《学位法》的实施,专业学位授予学术标准的制定过程更为规范化,成果形式更为多样化,但标准实施中的实然状况却不尽如此。通过文本分析和访谈结果发现,实施中存在的现实困境主要表现为学位评定委员会构成不合理及多元主体参与缺失,标准实施中的制度不健全与执行效果偏差,标准的动态调整与系统化配套不足。结合多个国家及地区的经验,提出以下改进建议:明确学位授予标准的制定主体,优化学位评定及答辩委员会成员结构;明确学术质量标准与规则体系,确保专业学位研究生教育的基本水准;规范论文与实践成果的标准及形式,凸显专业学位与学科特色;构建动态调整机制,推动项目制改革,构建专业学位教育支持体系。

      With the implementation of the Academic Degree Law, the formulation process of academic standards for professional degree conferral has been more standardized, and the forms of outcomes have become more diversified. However, the real implementation of these standards has not been entirely satisfactory. Based on textual analysis and interviews, this study finds that the realistic implementation predicaments are: unreasonable composition of degree evaluation committees, limited participation of entities in the committee, unsound mechanism for enforcing standards and less expected execution effect, as well as insufficient dynamic adjustment and systematic support for the implementation of the standards. With reference to the experience from several foreign countries and regions, this paper proposes the following approaches to improve the work: designate an entity to be responsible for formulating standards and optimize the composition of degree assessment and defense committees; clarify academic quality requirements and regulatory mechanisms to ensure the fundamental standards of professional postgraduate education; standardize the criteria and forms for academic papers and practical outputs, so as to highlight the distinct characteristics of professional degrees and disciplines; and develop a dynamic adjustment mechanism, promote project-based reform, and construct a support system for professional degree education.
