| 党的二十大报告首次提出教育、科技、人才"三位一体"发展战略,为新时代卓越工程师培养指明了前进方向。基于教育、科技、人才一体化视角,本文阐述了卓越工程博士在新时代应具备"知识整合、实践转化、跨界协调"三重能力。鉴于当前培养进程中的瓶颈,应立足"三位一体"的战略布局,探究卓越工程博士培养的创新路径:完善顶层设计与政策激励,构建沉浸式培养范式,锚定前沿领域,实现敏捷课程供给,组建跨学科流体导师团队,进而形成教育链、科技链、人才链与产业链协同的有组织培养新范式,为培养"总师"式的复合型战略领军人才提供坚实支撑和人才储备,并提升我国在全球工程科技领域的核心竞争力与创新驱动力。 |

| The report of the 20th National Congress of the Communist Party of China put forward for the first time the "integration of education, science and technology, and talent" development strategy (the "three-in-one" integrated strategy), providing clear guidance for cultivating outstanding engineers in the new era. From the perspective of the integrated approach, this paper outlines three core capabilities that outstanding engineering doctoral students should possess: knowledge integration, practical achievement transformation, and cross-boundary coordination. In response to current bottlenecks in the cultivation process, this paper proposes an innovative pathway for cultivating professional engineering doctoral students based on the "three-in-one" integrated strategy deployment: strengthen top-level design and policy incentives; build an immersive training system; anchor cutting-edge fields, redesign an agile curriculum; and establish interdisciplinary "fluid" mentoring teams. Collectively, these measures will forge an organized cultivation paradigm that synchronizes the education, science-and-technology, talent, and industry chains, thereby supporting the development of chief-engineer-type compound strategic leaders and enhancing China’s core competitiveness and innovation-driven power in the field of engineering and technology. |
