高等教育机构在实现联合国17项可持续发展目标(SDGs)方面扮演着推动者的角色。泰晤士高等教育、Quacquarelli Symonds(QS)等国际高等教育研究机构将可持续发展目标和理念纳入高校排名体系,但高等教育机构如何在有限资源约束下实现可持续发展效能最大化,已成为亟待解决的问题。针对目前有效决策单元难区分、评价结论地区差异不明显等问题,本文以效能转化为核心构建了可持续发展评价模型,采用超效率SBM-DEA模型,收集了全球71个国家的700所高等教育机构可持续发展投入产出数据,按照地区类别,从全球和国内双重视角分析高校可持续发展效能差异。研究结果表明,全球高校的平均效能值为0.57,亚洲平均效能最高,北美洲次之。中国高校的平均效能为0.78,中部地区平均效能最高,港澳台地区、东北地区、东部地区次之,西部地区平均效能最低。因此,本研究提出要完善可持续发展评价体系,动态调整财政拨款资源,借鉴高效能地区先进经验,设立全球专项可持续议题中心等建议。 |

Higher education institutions (HEIs) play the role of drivers in advancing the United Nations’ 17 Sustainable Development Goals (SDGs). International higher education research institutions such as Times Higher Education (THE) and Quacquarelli Symonds (QS) have incorporated sustainable development goals and concepts into the university ranking system.Yet, how HEIs can enhance their sustainability performance within the constraints of limited resources remains a critical and demanding issue to be addressed. In view of the current problems such as the difficulty in distinguishing effective decision-making units and the insignificant regional differences in evaluation conclusions.The authors of this paper have developed a sustainable development evaluation model with efficiency conversion as the core factor.By application of the super-efficiency Slack-Based Measure Data Envelopment Analysis (SBM-DEA) model, the authors collect input–output data of sustainable development from 700 HEIs across 71 countries, and analyze the differences in the sustainable development effectiveness of universities from both global and domestic perspectives according to regional categories.The findings show that the global average sustainability efficiency among HEIs is 0.57, with institutions in Asia achieving the highest average efficiency, followed by those in North America. Chinese HEIs report a comparatively high average of 0.78. Within China, institutions in the central region perform most efficiently, followed by those in the Hong Kong-Macao-Taiwan (HMT) region, the northeast, and the east; the western region demonstrates the lowest average performance. Based on the outcomes of the study, this paper recommends strengthening sustainability assessment systems, dynamically adjusting financial appropriation resources, and establishing a global specialized center for sustainable issues with the experience from high-efficiency regions as reference. |
